For various reasons, many including fraud prevention, you may want to limit customers in specific countries from purchasing your products.

Blocking a Country on a Specific Product
Sometimes you might need to limit the countries on one specific product from your store. For example, you may only have the rights to distribute the product in the United States and Canada. The only way to truly accomplish this is to open a support ticket and ask us to create a separate store for this product and let us know which countries should be blocked. Alternatively, an option that is simpler is to add text to your product description, such as Only Available in U.S. and Canada, and then setup multi-currency pricing so that the price in USD and CAD are normal and the prices for other countries (EUR, GBP, JPY, etc.) are insanely high. This option prevents customers in the other countries from purchasing the majority of the time.
